In response to the global pandemic, he crafted a 100-day master plan, reimagining RIOC and its role in shaping the island’s future. His strategic approach emphasized efficiency, work culture, and improving the quality of life for residents.
During his tenure as COO in 2016, Haynes initiated the “Reintroducing RIOC” initiative, which proved pivotal in reshaping the organization. By rebranding and reorganizing, RIOC became a leading public benefit corporation in New York State. Investment in employee development and enhanced communication further bolstered RIOC’s trajectory.
