Upon assuming his role as President & CEO in 2021, he made it a top priority to strengthen RIOC’s leadership team. Haynes ensured that diverse perspectives shaped the organization’s direction by appointing assistant vice presidents for communications, administration, public safety, and chief of staff.

Empowering Roosevelt Island’s Future:

When Haynes took the helm, he knew that transformative changes were needed to meet the challenges of the 21st century. In response to the global pandemic, he crafted a 100-day master plan, reimagining RIOC and its role in shaping the island’s future. His strategic approach emphasized efficiency, work culture, and improving the quality of life for residents.

During his tenure as COO in 2016, Haynes initiated the “Reintroducing RIOC” initiative, which proved pivotal in reshaping the organization. By rebranding and reorganizing, RIOC became a leading public benefit corporation in New York State. Investment in employee development and enhanced communication further bolstered RIOC’s trajectory.

Under Haynes’ leadership, RIOC witnessed remarkable progress and investments. The capital projects program experienced an impressive surge, totaling over $85.8 million from 2019-2021.
